It was unnecessary to change the zIpServiceMapMaxPort to add an IpService with a port > 1024.  After adding it I did lock the service so that it wouldn't disappear on the next modeling.




Also:  I poked around in the code to verify that that the answer to the original question I had (can I change the name of an IpService on a per-server basis) is no.  I think I see how I could modify the code to behave the way I want it to.  If I get around to doing it I'll post a patch.
