I figured out why this error was coming - or at least the cause. Windows machines with VMWare Server on them have 2 virtual network adapters that are "internal" virtual networks. So you can't reach them from the outside, and they don't do anything without specifically configured VMs running.

The test machine I was using was running VMWare server, but no host VMs. Most of our machines do not do this. I don't know if that helps any... but it would be nice to work around this as I'm sure there are some number of users who do run VMWare Server on some of their windows servers.
