I'm not sure why you are getting "no response", but this is definitely the reason your graph is blank.  

Have you verified you have snmp enabled on the Windows device, there are no firewalls preventing access, and have the correct community name set?  

Aside from this, I'm not what else to tell you as this appears unrelated to Zenoss.
